"The silence of the laws" stems from the need for a structural reform in the political-institutional system due to the many shortcomings it presents. During the two great crises that contemporary society has gone through, it has become clear that the institutional political system cannot withstand stressful situations. The errors have been serious, and we forget that the consequences of these system failures have a direct impact on people, who form the last link in the chain. The system sends signals of exhaustion, obsolescence, but nobody receives them. The text firstly analyzes the scope of practical application of the Law through a review of the four Spanish jurisdictions. The result brings us closer to the origin of systemic vices, on the one hand, through the attempt to corner the judiciary with its politicization, and on the other, the lack of interest in investing in Justice, which bears such a heavy load that the machinery does not work. Wood more wood, only with the administrative fines imposed during the State of Alarm, the Government has leveraged the contentious-administrative judicial system, and will soon be inundated with lawsuits arising from the situation of the public function, which is currently a bomb of watchmaking. The book identifies in the background the malpractice in the superior system, the political-institutional system that looks at its navel and does not perceive that it is suffering a phase of "galloping disempowerment" and, at the same time, abuses its power to try to retain it. But the world is multipolar, and no one can stop its expansion. Inequality and the aging of the population will shake the way of life of old Europe. Meanwhile, the citizen remains waiting for solutions that have not just arrived.
