The great success of the leadership of the police, of the Mossos, is to stop saying "this is so because I say so". A police force must operate with hierarchy, of course. Hierarchical orders must be followed because they are not capricious, but success is getting a boss to give orders that make sense, and that the subordinate, even if he does not have all the knowledge to understand what is going on (for example, if we talk of risk of terrorist attack) trust that that order makes sense. Reaching this point is achieved when all management, at all hierarchical levels, is harmonized by a leadership. Each person in the body has value for themselves, each command knows how to define goals and make them work as a team. When a command knows how to move from group work to teamwork, it achieves success. And this model of transformational leadership is applicable to both a police force and other types of organization, whether business, social or political.
